Valve story

I liked the valve initially,,fit good and did not leak outside. Was some time elapsed from initial install til I got every thing back together. So put a couple gallons of gas in the tank and ran tractor. All was well. Came back a week later to put clamp on air cleaner hose and removed hose to get old clamp off. Now the gas had been shut completely off but gas ran out of the carburetor. So installed hose and ran tractor with gas shut off. It ran to full throttle and never stalled or hesitated,,with the valve shut completely off. How can this be,a brand new valve and it can’t shut the gas off. Had cleaned the tank also before installing so no foreign matter.
